The image quality is terrible (I shot this from a taxi, and we were moving fast...) I really wonder what this is all about. Umbrella mandatory ? A place where you can find an umbrella ?

this is self-explanatory. The fine (release fee) is very reasonable looking at the typical fines in Singapore ($1000 and up). Those are Sing Dollars, approximately half a Euro.
